This Joint Land Use Study (JLUS) is a cooperative planning effort between the military, Plaquemines and Jefferson Parishes. It’s purpose is to examine how the NAS JRB New Orleans operates as well as how this operation may be impacted by growth in population and development in the surrounding community.

The purpose of this project is to maintain the integrity of base operations in a manner that does not erode the health, safety and quality of life of the adjacent communities and neighborhoods. The recommendations from the study will provide a policy framework to support adoption and implementation of compatible development measures designed to prevent urban encroachment; protect public health, safety and welfare; and safeguard the military mission. It also provides an opportunity to review and discuss changes in the area which have come as a result of ongoing development around the base. This allows the JLUS process to serve a role in helping encourage the community to meet and discuss issues and concerns with military personnel, thus helping to strengthen the existing bonds between the two.

The JLUS does not intend to restrict all growth around the NAS JRB. Rather, it will take into account changes over the future as a result of increasing missions and changes in military aircraft training and staging, to offer suggestions and opportunities for local consideration. The JLUS is a guide, an advisory document. It will identify a series of actions which local Parish governments, and the base, can consider. Recommendations may include suggestions about land uses, open space conservation, inter agency or base to community communications or increased cooperation amongst a host of regional and local partners.

The process of developing the JLUS requires community input. This community input will come through a series of project public information meetings, as well as this project website, review stations and meetings with local stakeholders.
